N.B. approves accessory residence at local airport as discretionary use

North Battleford City Hall approved a request to allow for an accessory residence as a discretionary use at the local airport when it met earlier this week.

Council gave the nod to amend the zoning bylaw to accommodate accessory dwelling units at council’s discretion at North Battleford Cameron McIntosh Airport district. The policy will incorporate recommended conditions submitted by Stewart Schafer, the city’s airport manager, to guide council in making its decision on applications.

Airport supervisor Fran de Kock had previously submitted a letter to the city saying he has no concerns with the request.

The issue came about as local business owner and pilot Scott Campbell had wanted to establish a secondary residence at his hangar at the airport both for his personal convenience so he could be on site to protect his property and also to reduce the potential for vandalism.

“Council didn’t seem to have any issues,” Mayor Ryan Bater said following council’s meeting. “We conducted a public hearing at our last meeting. We received some correspondence. We actually took that advice in the correspondence and administration developed a policy which was also passed tonight by council.”

The mayor said now, through a discretionary-use permit, people can develop an accessory-dwelling at the airport as long as the project meets the criteria in the policy.

Bater added council received advice from both Schafer and De Kock that it also took into account when approving the amended bylaw.

“Council thought the advice was good,” Bater added. “So we used it to develop our policy.”
