City signs new collective agreement with CUPE Local 287

The City of North Battleford and Canadian Union of Public Employees (CUPE) Local 287 union committee representatives came together to sign a new collective agreement at Monday’s council meeting.

“It’s nice to have that in place,” Mayor Ryan Bater said after the meeting. “We both have a common goal in serving the people of North Battleford, and we’re glad we can have an agreement to allow that to happen.”

Bater commended the negotiating teams from both CUPE and the city for their hard work.

“It was months of work together to come to the agreement,” he said. “Both sides seemed very happy with it, and tonight it passed unanimously by city council.”

The CUPE union covers the majority of city employees, with the exception of “out of scope” employees such as management, and firefighters who have their own union, according to Bater. 

“On behalf of the city negotiating team, I would like to recognize the CUPE union committee for the hard work and effort that went into completing this bargaining process,” the city’s Human Resources Director Trish McConnell said during council. “The parties worked collaboratively negotiating a contract that improves many employee aspects, while still maintaining policies for operations to ensure excellence in service to our residents and businesses.”  

In a release, the city said the agreement reflects market adjustments for some positions in order to “maintain internal equity.” The agreement also includes annual increases for positions not receiving market adjustments, retroactive payments for employees and for retired and laid-off employees, and the creation of a joint-position-description review committee. As part of its work, the committee will review and approve qualifications and primary duties of all CUPE job descriptions. The committee will also develop a training policy to assist employees with job advancement, with council’s approval.

The new collective agreement will be in place until Dec. 31, 2019.
